You can use a selection in Photoshop to drive the focus effects in Bokeh 2 just like you described.

I have now Bokeh 2 but I don’t want circles and elipse to use and to make focus and the rest bokeh. I want to do as I did until now, I select the part of the picture that I want do become bokeh to bring something in attention , after I select I went to bokeh choose the type and it became bokeh ( the background ) how can I do this with Bokeh 2?
